Changes to licences for International Officials

Changes to the International Sporting Code on the subject of officials licences have required CAMS (Motorsport Australia) to develop a policy and procedure on licences for non-Australian residents.
In 2018 the FIA Officials Commission considered the issues of officials holding an officials licences with multiple ASNs. Following this the FIA made changes to the International Sporting Code:
The FIA APPENDIX V TO THE INTERNATIONAL SPORTING CODE 1.4
“… Officials from outside the organising ASNs jurisdiction may be accepted for particular roles at the event at the sole discretion of the organising ASN, provided the visiting official’s ASN provides evidence of the competency of that individual. An Official shall only hold an Official’s licence from one ASN at any one time.”
Effective immediately, CAMS (Motorsport Australia) are applying the same principle used for competitors licences; we will only issue an officials license to a foreigner if they reside in Australia and they have clearance from their home ASN.
Who does this affect?
Current CAMS licence holders who do not reside in Australia:
All officials who currently hold a CAMS licence but do not reside in Australia, will no longer be able to hold a CAMS licence. These officials will be contacted to discuss their options. International officials are advised to contact their local ASN to be licenced.
Current CAMS licence holders who hold licences with another ASN:
CAMS officials who also currently hold a licence with another ASN, should contact CAMS to discuss their options.
In the case of a CAMS official moving overseas and wanting to hold an officials licence with the ASN in that country, they must contact CAMS for a clearance. CAMS will then put their officials licence on suspension. When that officials returns to Australia and wishes to only be licenced by CAMS, we will require a clearance letter from their temporary ASN.
Similarly, if an official (currently or formerly) residing in another country and licenced by their ASN moves to Australia and wishes to be licenced by CAMS, their ASN will need to approve and provide a clearance.
CAMS Event Organisers
Event Organisers are reminded of the process for accepting international officials to their event. That is, to request a Letter of Introduction from the ASN the official is licenced with, to ensure they hold a valid officials licence. International officials should not be instructed to complete the online course to obtain a CAMS licence.
All affected officials will be contacted separately to inform them of these changes and their obligations.
