Rally Observed Licence Test updated for 2026

The Australian Rally Commission (ARCom) approved changes to the Rally Observed Licence Test (OLT) process in 2025 to make the sport more accessible, and improve consistency and safety across age groups.

The approved changes are:

  • OLTs can now be conducted at specified state and club event-types (Khanacross, S1 Rallysprints and Autocross)
  • Clerks of the Course at these events are now permitted to assess OLTs, expanding the assessor pool greatly
  • The under-25 age restriction has been removed. All new rally licence applicants must now complete an OLT

Motorsport Australia Rally Manager & ARC Sporting Delegate Alan Vaughan said the new changes to the OLT process will be a net positive for getting participants into the rally discipline.

“These changes make it easier for aspiring rally drivers to take their first steps in the sport, while maintaining the standards expected of a Motorsport Australia rally licence,” Vaughan said.

“By allowing OLTs to be conducted at more events and expanding the assessor pool, we can deliver a more consistent and accessible pathway into rally.

“Ultimately, the goal is to remove unnecessary barriers and help more drivers safely progress into the discipline.”

To complete an OLT, drivers must hold a current civil driver’s licence or learner’s permit.

A copy of the civil driver’s licence must be submitted with the signed Observed Licence Test Assessment form following successful completion of the test.

These updates reduce barriers and allow easier participation in grassroots rally.
